Even an initial 500,000 users globally, each paying $89 per month, makes $534m per year. There is a substantial pool of rich, semi-urban or rural elite demanding good-quality Internet access and prepared to pay for it - and SpaceX's reusable launchers make this economically viable, with each launch carrying many satellites.
Clearly the user numbers will go much higher than this before the constellation reaches 42,000 satellites - i.e. you can be sure there will be a lot more than 11 users per satellite on average.
